older trains in some pountires have foot rests, metal stirrps attached laterally to the seats bottom, and padded like the old some kinder church pews. these adjust from the wee grandmother to the huge son. comfortable and practical.
But then, there is acatch, people would have to learn not to throw trash on the floors in public places.
